[MC-258228] Fillbiome command: Snow & Ice generated by a cold biome does not melt when setting the biome to a warm type

Reproduction:

Start in a plains biome with water near by

Set the surrounding area to snowy plains

Set weather to rain

Allow snow to build up and water to freeze

Set biome to desert

Observe snow & Ice doesn't melt

I don't know what do you mean. If you mean "when fill hot biome using /fillbiome, snow and ice don't melt in that biome even with light source nearby", I cannot confirm this issue. And if you mean "when fill hot biome using /fillbiome, snow and ice don't melt in that biome without light source nearby", this was intended, as snow and ice melt depend on the light level, not the biome they in.
