In candidate version 2 of 1.19.3 the operator tab was working but in candidate version 3 it is not visible even with the option in controls active.

Cannot reproduce - Tab works fine for me in 1.19.3-rc3. The tab will not show up if you don't have access to the items - you probably have cheats turned off on that world.
