Inconsistent dragon egg spawning location

The dragon egg will sometimes incorrectly generate inside the gateway instead of usually being on the top.

The world shown below was generated in 1.19.3

This happened to me before in versions 1.17 through 1.19.2. Maybe it is like that. Not sure.
