I have summened a wither skeleton with a bow that is riding a furnace minecart and the wither skeleton shoots burning arrows despite the bow being unenchanted. The furnace minecart doesn't have coal. I used the command /summon furnace_minecart ~ ~ ~ {Passengers:[{id:"minecraft:wither_skeleton",HandItems:[{id:"minecraft:bow",Count:1b},{}]}]}

We're tracking this issue in MC-64081, so this ticket is being resolved and linked as a duplicate.
This problem has nothing to do with the fact that the wither skeleton is in a furnace minecart. Wither skeletons wielding unenchanted bows are intentionally designed to shoot flaming arrows. The parent ticket of this issue has already been resolved as working as intended, which means this is not considered a bug and won't be fixed. Please do not leave a comment on the linked ticket.
