[MC-64081] Wither Skeleton shoots fire arrows with unenchanted bow

It appears as though when a Wither Skeleton is summoned with a normal bow, it shoots fire arrows. I used this command

/summon Skeleton ~ ~1 ~ {Equipment:[{id:261}],SkeletonType:1}

to summon the Wither Skeleton that duplicated this bug.

Please don't fix this. This is awesome.

Works as intended (to make up for the fact that bows can't give the Wither Effect).

@Sonicwave: While the Wiki might be a good place to look for infos, things on it are not facts, this might not be intentional.

@unknown: Now that tipped arrows are a thing, should wither skeletons now be shooting wither arrows instead of fire arrows?
