i dont know if its a bug or not but enderman no longer drop wither roses on 1.19.3 works fine on 1.19.2 but is this a feature or a bug?

Please provide more information regarding the problem you're experiencing here. Reports similar to these often get resolved as "Incomplete" due to there being insufficient details to diagnose the potential issue. Are you referring to the fact that endermen no longer drop wither roses as part of their default loot table or when killed by withers' wither skulls? Some screenshots and/or videos demonstrating the incorrect behavior while the F3 debug screen is enabled would also be greatly appreciated. Thanks!
Do you use any data packs? There are some data packs that change mob loot tables and could maybe cause this issue.

The endermen are just teleporting away from the wither skulls. This might be intended considering that MC-186119 and MC-245903 are currently tracked as bugs, but I'm leaving this for Mojang to decide.
Edit: what the enderman is teleporting away from is the explosion created by the wither skull. Resolving as a duplicate of MC-258561.
Please change the title to behavior related text. Whether this report is valid awaits Mojang's decision.
