Parity: burning mobs and players do not set fire to candles when walking on them

Steps to reproduce:

  1. Place the candles.

  2. Summon the burning mob/Set yourself on fire.

    /summon chicken ~ ~ ~ {Fire:9999,Invulnerable:1b}

  1. Walk on the candles.

Observed results:
A burning mob and player does not set fire to the candles when he walks along them.

Expected results:
A burning mob and player sets fires candles when he walks along them.
