[MC-258713] Creative inventory always opens to Building Blocks tab

Previously (<1.19.3), the creative inventory remembered the last viewed tab and opened to it by default for the rest of the session. In 1.19.3 this no longer happens, instead it always opens at the "Building Blocks" tab, even if another one was previously selected.

How to reproduce
1. Open a creative mode session
2. Open the inventory
3. Switch to any tab other than Building Blocks (ex. Search)
4. Close the inventory
5. Open the inventory again
6. Notice how it opened to Building Blocks

It is caused by mods, but I have a potato so I need to play modded.

However, this issue is Invalid.

Your game, launcher or server is modified.
If you can reproduce the issue in a vanilla environment, please recreate the issue.

Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
Any plugin issues need to be addressed to the creator of the plugin or resource pack.
If you have problems on large servers like Hypixel, please contact them first as they run modified server software.
