First, version 1.19.3 preview:
Not able to see signs in both multiplayer and singleplayer.
For multiplayer, i am playing hypixel skyblock.
Second, I am not able to get version 1.20.

Only report 1 issue per ticket.
Assuming you meant prerelease in place of preview, outdated versions are not supported. Additionally that's a modded server, which is also not supported.
1.20 is not released yet.
Bamboo wood set is only available if you have the experimental 1.20 data pack enabled sinceworld generation.
⚠️ Please do not mark Unreleased Versions as affected. You don't have access to them yet.
We have removed it and added the latest released version
Please edit the Affects Version/s field and select the specific Released Version you were using when you encountered the reported issue.
If you can't find it in the list, please make sure that:
You are in the correct project on the bug tracker.
You were playing the latest release version or the latest development version of the game.
