Hostile Mobs barely spawning

There are noticably less hostile mobs than in 1.17 and before.

 

I think I've seen ONE creeper, one skeleton, maybe a few zombies, but that's about it.

 

Even underground in the large open caves, same thing, but especially on the surface.

Does this happen only in one specific world, or in all worlds?

It is possible that your mob cap is filled. You can check that using the F3 screen - as such it would be great if you could attach a screenshot with the F3 screen open.

Also note that since 1.18, mobs only spawn in light level 0 (instead of at 7 and below). If you don't have many spots with light level 0 left in your world, you'll see mobs a lot less frequently than before.

I mean on the surface like at night, there is rarely ever any mobs. I have only done one world since 1.18, but it likely happens on any world as well. I couldn't find any existing reports so maybe it could just be me?

It seems to happen in all test words I create. By giving the glowing effect to @e, it seems most of the mobs are spread out underground. I guess the caves are so big that even when the mobs are extremely spread out the mob cap is still filled?

Update, so I tried this in a vanilla world and it does not seem to be an issue there. I normally play with a datapack so it must be an issue with that.
