[MC-259410] Damage tilt occurs when blocking with a shield

The new damage tilt fix in 22w03a causes the damage tilt to happen when blocking with a shield. This was never the case before, the damage tilt should not apply when blocking damage with a shield, the damage tilt is for when taking damage. This is especially nauseating when fighting many mobs at once blocking lots of attacks.
