[MC-259497] Missing Texture Particle

When you enter one of the following commands:

/particle block_maker minecraft:air

/particle block_maker minecraft:cave_air

/particle block_maker minecraft:void_air

you get a particle. but this particle uses the missing texture.

I used a shader and texture pack, but this works in vanilla.

Dupe of MC-122177, which Mojang said that they will not fix this bug.
