When we say "Peony", it actually means plants in the genus Paeonia.
As we know, their flowers are mostly single at the end of the stem. Therefore, it is impossible for them to bloom from top to bottom on the same plant, like in Minecraft.
Even though in some varieties, very few additional flowers develop in the axils of the leaves, but none of the varieties can grow as tall as in Minecraft (about 2 meters). They are usually shorter than 1 meter.
We usually divide peonies into two categories (in Chinese, they are not considered as the same plant):
Chinese peony (typical one is Paeonia lactiflora, "芍药")
Perennial plant. About 50 ~ 80 cm tall, flowers are mostly single at the end of the stem, rarely in the axils of the leaves.
Chinese tree peony (typical one is Paeonia × suffruticosa, "牡丹")
Woody plant. About 1 ~ 1.5 m tall, flowers are single at the end of the stem.
"Peony" in Minecraft does not match either of the two categories. The flowers should not be so dense if the plant is this tall, so the peony texture should be redrawn.
*In addition, this also affects the translation in Chinese.* If the texture will not be redrawn, please explain which of the above the "peony" belongs to.

This issue just describes the irrationality of the texture of peony. Instead of closing it assertively, you should let mojang determine whether it's a bug.
Can confirm. The effect is that it can't be translated as either herbaceous peony or tree peony in some languages because it does not look like either of the two. It should be made clear whether it is herbaceous peony or woody peony.
