[MC-259609] Tooltips from selected buttons and sliders don't disappear when expected

The bug

The "create new world" tab has a bug where the "tip" won't disappear, therefore stays in front of everything.

Steps to reproduce

Open the Create New World menu.
Press Tab once.
Notice how the game mode tooltip hovers over the button.
Move the mouse downwards and hover over the other buttons.
The first tooltip stays in place.

Added reproduction steps to summary. It seems that the tooltips by buttons interacted with Tab take priority over the hovered ones, which might be intentional, but this makes seeing the below button's label/text much harder.
