[MC-259895] I don't select any resource packs, but it still reload when I press Esc key.

Open the "Select Resource Packs" screen and do nothing (don't select any resource packs). If you press Esc key at this time, it will reload all resource pack, but it will nothing happen if you click "Done". This bug can confirm in previous version.

Sorry, I also cannot reproduce again. But it can reproduce when I select or unselect a resource pack. Maybe it's my misoperation and this issue can close.
