The bug
Normally it takes a few ticks before the dropped item from breaking block becomes obtainable. This is not the case for decorated pot as the item can instantly be picked up.

The point is when you break a block, the item it drops takes a few seconds to become able to be picked up, which isn't the case for decorated pot. This ticket can also be revised as 'decorated pot is not using loot table to drop block loot,' but that could mean many more things.
The new summary leads to another issue, I suppose. This ticket regards the time of picking up the item drop of a decorated pot, not the time of breaking it. Instantly breaking a decorated pot is likely an intended feature, but picking up the drop instantly is indeed a bug. Normally if you break a block in survival, it takes a second or two to pick up that drop since there's an intentional delay. This delay, however, is not present for a decorated pot. To reproduce, just get close to a decorated pot and break it. You will notice the behavior is much unexpected as the item instantly pops into your inventory.
I've edited the summary, which should better describe the issue of this ticket.
A bunch of blocks have a mine time of 0, including most plants, structure voids, end rods, torches, redstone dust, scaffolding and tripwire.
Note, that pots are more "picked up" than broken here.
