[MC-260258] Podzol does not convert to dirt when underneath a solid block

Cover Podzol with any block, I used dirt. The podzol remains even when covered with a block. It should change to dirt blocks just like grass behaves when covered with blocks.

Yes, podzol always worked this way ~~ever since it had been introduced to the game~~.

We already have a bug report about this: MC-58431. Resolved this as a duplicate.

Edit: Not quite since it's been added, but it's been this way since 1.8 according to the wiki.
