[MC-260414] bamboo raft goes into bamboo

What I expected to happen was...:
i put the bamboo raft on the top of the bamboo, and it should have stayed on the top of the bamboo

What actually happened was...:
the raft somehow fell down through the bamboo

Steps to Reproduce:
1. grow a tall bamboo, put the raft on top of it, leave it alone for sometime(maybe get it out of view/render distance?)

This is because the bamboo has grown up, rather than the boat falling down.

As @DI said, the boat not fall down, the bamboo grows through it, make it seems like "falling down".

Edit: I come back to this bug after almost 4 months to tell that this is a dupe of MC-137872.
