Aggressive mobs can't control "vehicle" mobs

Jockey mobs for example Skeleton Trap can't be controlled by Skeleton. On 1.19.3 hostile mobs can control passive "vehicle" mobs in last release candidate they can't. For example I summoned Husk on Zombie Horse, on 1.19.3 they follow me and on 1.19.4 they don't.

P.s (They can control it while horse is in panic mode or when it tries to walk) [1.19.4 Release Candidate 3]

 

My test results:

Spider Jockey works sometimes.
Chicken works fine.
Skeleton Trap Jockey just stay in one place, like a old/bedrock skeleton
