Sniffer Egg can't be placed underwater

The Bug:

Relates to MC-261213

Sniffer eggs cannot be placed underwater at all like Turtle Eggs and Dragon Eggs can. I suspect this is because they have no way to block fluids, since theres no "waterlogged" state for them.

Steps to Reproduce:

1. Place a turtle egg and dragon egg underwater

2. Try to do the same; the sniffer egg wont pop off like MC-261213, it just wont be placable at all
