[MC-261463] /place works inconsistently when placing trees

/place feature minecraft:birch_bees_0002 works anywhere

/place feature minecraft:birch_tall requires soil.

Steps to reproduce:

Fly somewhere in creative mode
Run /place feature minecraft:birch_bees_0002
Note that it works ✔
Fly somewhere else
Run /place feature minecraft:birch_tall
Note that it fails unless you are above soil ❌

I don't think it's a bug. This is how the vanilla features works. birch_bees_0002 is a tree feature, but birch_tall is a random selector feature to generate different trees. You can add custom features to make them available without dirt if you want.
