Nether fortress interior generation gets cut of by exterior

The problem has been happening for quite a while now but I have experienced it 3 times now. Usually the nether fortress should be generating with an exterior and an interior so you can easily get everything you need from the nether fortress but what happens with this issue is since the exterior generates first and seems to take priority it sometimes will cut the interior off before it generates almost anything. I have experienced this on both Java and bedrock edition and it is really aggravating to know that the fortress that I just found has basically been nullified because there was no Netherwart so I still can't brew any potions and I now have to travel another couple thousand blocks to hopefully find another fortress with Netherwart. World Seed -4680496463000266157 and the coordinates are -762/59/1337 I would give more coordinates but I cannot find the other fortress anymore
