Suspicious gravel can generate without loot, caused by transitioning terrain from pre-1.18 worlds

I found 3 suspicious gravel that dropped no loot when I brushed it that generated naturally

Coordinates: /execute in minecraft:overworld run tp @s -2747.83 68.00 1101.67 -1676.11 -0.13 (i think this was the right structure, it might have been one of the adjacent ones. Let me know if this doesn't work.) (Also yeah the ocean ruins are really far from the ocean Minecraft can be weird sometimes 😛)

This does not work consistently. I ran an old backup of the world and went to the same place and the suspicious gravel was there as normal. It seems there's only a tiny chance of this happening.

Cannot reproduce. No ocean ruin nearby.

That's odd. I thought it was strange that there were ocean ruins in the middle of a plains biome but I tried reporting that and it was already reported and was resolved as WAI

I will try to see if an old backup causes this to happen. I have a feeling the lack of ocean ruins is caused by the transition the old world height to the new.

Update: I was able to reproduce by using the old backup, but the gravel all seemed to have items in it.

Considering how long the bug has not been updated, is this still an issue in 1.20.2?
