In 1.19.4, I used the '/place feature cherry' and spawned in a cherry tree. The block says it is disabled and you cannot place the leaves or cherry log.

You are using a modded version, but this works in unmodded 1.19.4, I attached an unmodded image for you.
/place feature minecraft:cherry_bees_005 and /place feature minecraft:flower_cherry have the same or similar function
Seeing how 1.19 is done/not getting any more updates and how cherry trees are not experimental in 1.20 anymore, this is absolutely a Won't Fix.
Happens in 1.19.4. Cherry trees can be placed even if you did not enable experimental feature flags.
