Narrator toast font broken while game loading resources

The narrator can be toggled using Ctrl + B even while the game font is not fully loaded. This causes the toast to be displayed without any font (all characters are boxes).

Steps to Reproduce:

1. Start the game

2. While the game is loading press Ctrl + B

Observed Results:

The narrator toggles to the next available option and displays an unreadable toast notification (after the font is loaded the toast is readable).

Expected Results:

Either: The toast should not appear while the game is loading.

Or: The toast should display after the necessary resources are loaded.

Or: The narrator should not be able to be toggled while the game is loading.
