The bug
Decorations within the village structure can be generated on invalid blocks.
Please note that this issue is different from MC-226027, MC-140727 and MC-140242.
The above three tickets refer to the village structure covered by the World Generation.
This ticket means that the original structure or decoration in the village overlays the terrain generated by the World Generator.
This ticket is actually more relevant to MC-139711.
Steps to reproduce
Create a Single Biome Desert world.
Seed: -7803959945911923880
Use the following command:
/locate structure minecraft:village_desert/tp @p 161 70 -542 38.1 43.7
