[MC-263137] End fog obscuring skybox post 1.19

the fog in the end cover the skybox wich was not the case pre-1.19

I can confirm in 1.20.4 and 23w41b:

In response to the previous comment, MC-171801 is about the blocks being rendered incorrectly, rather than the fog. It's more-so related than duplicating.

This was intentionally fixed back then as it was one of the cases for MC-230905. I wouldn't recommend reverting the behavior for the end skybox as it would be a visual downgrade.
