[MC-263228] Items not entering hopper

Behavior: items are not entering the hopper. These hoppers are unpowered and directed into the side of a chest.

Expected result: items should enter the hopper into the chest.

... and does the hopper being locked by redstone? Does this still occur after you relog the game?
