[MC-263330] Fishing rod enchanting issues

enchanting a fishing rod with zero bookshelves gave the option for a solely level 3 enchantment, later no enchantments were available to choose from at all.

~~I think that the core issue reported here is MC-36937.~~ Actually, nevermind. MC-30730 fits better in this case since lapis is not being used in the attached screenshots.
