[MC-263707] When flying into the water from the air with elytra, the flight status of the elytra is not canceled

After flying into the water using elytra on the ground, I found that I could not trigger swimming, and later found that I had to remove the elytra first, so that the flight status of the elytra was canceled before I could swim normally
