[MC-264043] Single biome deep lukewarm ocean generates a normal plains with winding rivers

I was trying to generate a large single biome Deep Lukewarm Ocean world, but for some odd reason, there is no large, infinite ocean. Instead, a seemingly amplified plains generates with the deep lukewarm ocean biome tag and long winding rivers

The same thing happens to any other deep oceans variant, but they tend to at least have some amount of open waters

Duplicate of MC-236884. FYI, this is simply a side-effect of 1.18's new worldgen system, which decouples terrain type (land or rivers or ocean) from biomes.
