Chiseled Bookshelves cannot be Locked

Only blocks with inventories have Lock data (only chests, trapped chests, furnaces, smokers, blast furnaces, barrels, brewing stands, droppers, dispensers, hoppers, shulker boxes, and beacons(odd one out, but that's so effect produced can be made unchangable by map makers)); this is a feature request, not a bug.

@Dhranios The chiseled bookshelf has an inventory - the only property of this different from other inventories is that it is a non-gui inventory. This would make it the only inventory-nbt block that adventure mode players can interact with that cannot be locked

Lectern, jukebox, and (soul) campfire. Not the only one, and it is consistent.
