/give sign with NBT data gives blank sign

if you run the command

/give @p minecraft:oak_sign{BlockEntityTag:{Text1:'{"text":""}',Text2:'{"text":"Custom Sign"}'},display:{Name:'{"text":"Custom Sign"}'}}

And place the sign down it becomes blank.
