This bug is from 23w17a to the present.
When using a Debug Stick for a Sculk Sensor or Calibrated Sculk Sensor, when setting the sculk_sensor_phase to cooldown, the display is incorrect.They use textures from the active state, but darker, without lighting and without activated particle effects.
And in Debug Mode, there is still this bug without Debug Stick.

However, this issue won't be fixed.
Any issues regarding block states being created or changed by using the Debug Stick are not accepted on the bug tracker according to this reddit post from Mojang.
