Windswept Hills, Windswept Gravelly Hills and Windswept Forests have random patches of snowing spots on the same Y-axis instead of being fully covered in snow, or having no snow at all.
Taigas have the same issue if they generate on a very high Y-axis, but it's more rare. It can be however observed if the player flies or builds higher than the terrain is.

Disagreed, MC-192718 is about how it starts to generate more square patches due to precision loss, something not seen here.
This is just reporting the fact that the snowfall in the specified biomes starts are inconsistent heights. (Which is a case of MC-30498; the only problematic thing here is that the transition point is right where the hill top is here, so it waves under and over it for generating snow.)
What are the coordinates of where this issue occurred? This looks like a case of MC-192718.
