[MC-265005] Skulk sensors do not pick up on brewing stand noises

When having either a skulk sensor or calibrated skulk sensor on signal level 9, 10 or 11 (block deactivating, activating & changing in that order), they do not activate when the brewing stand completes the "brewing done" sound

We're actually already tracking this issue in MC-207351, so this ticket is being resolved and linked as a duplicate.
