Spawner loose NBT data

When placing a spawner with custom NBT data in survival, the default spawner is placed and all NBT data is lost. Placing the same item in creative places the correct spawner containing the NBT data. Other blocks like chests can be placed with custom NBT data even in survival, wich means that this is probaply not intended.
