The freezing effect is rendered totally opaque when using a spyglass

If the player is using a spyglass whenever they are being frozen by powder snow, the freezing overlay will be rendered entirely opaque

Steps to Reproduce:

1. Place down a powder snow block

2. Hold a spyglass

3. Use the spyglass

4. Step into the powder snow

Observed Results:

The spyglass overlay will appear, then the freezing overlay will appear very quickly and unnaturally at full opacity.

Expected Results:

The freezing overlay's opacity would slowly ease into a higher value over time.
