[MC-265898] Mangrove trees can generate way too high

Mangrove trees have the chance to generate really high up, even on top of mountains, which should not be the case with anything called a swamp

It’s a bug. They aren’t supposed to spawn on top of mountains.

Mangrove trees generate wherever mangrove swamps are, they're not bound by height. That mountain spawned with a mangrove swamp biome, thus there is no wrong tree generation here.
