In the recent 23w43a snapshot, Copper Grates are listed to not suffocate mobs inside of them, however, that is not the case. When spawning a mob inside a Copper Grate Block, the mob wil suffocate as it would in a normal block. The desired outcome can still be achieved by using the {Invulnerable:1} tag on the selected mob, but of course, that can be done for any block.
