Steps to Reproduce:
[1]: Set the tick rate to something over 20 (Like 100)
[2]: Swing any tool with a cooldown
Observed Results:
The player isn't effected with a higher tick rate, except taking damage, unlike if it's set to a tick rate lower then 20
Expected Results:
The player should be affected by a higher tick rate, with speed and tool swinging, like it is with a tick rate lower than 20

However, the issue you have reported is working as intended as per the official 23w43a changelog:
Setting a tick target lower than the default 20.0 will also cause the players to be simulated at a lower rate (including player movement and input controls), while setting a higher tick rate will cause the players to be simulated at the default rate of 20 ticks per second to maintain the expected responsiveness of the game.
