entities can move when tickspeed is frozen if a player is riding it

Ridable entities will be able to move around when the /tick command is set to frozen when a player is riding that entity, not just controlled movement, wild horses, donkeys and mules will run around and kick you off, after which they freeze again.

What I expected to happen was...:
the entity would stay frozen and the player would just sit on it without being able to move it.

What actually happened was...:
The entity started moving around.

Steps to Reproduce:
1. Find or spawn in a ridable entity
2. Use /tick freeze
3. Ride that entity

We're actually already tracking this issue in MC-266088, so this ticket is being resolved and linked as a duplicate.

However, that ticket has been resolved as working as intended, which means that this will not be fixed as it is not considered a bug.
