The copper bulbs (any oxidation level) are under Building Blocks tab, but the waxed copper bulbs (again, any oxidation level) are under Building, Functional, and Redstone tabs.

Redstone tab is expected, as it only contains functionally-different blocks, no duplicates (and waxed so the light level doesn't randomly change). Functional tab doesn't follow this though, and should contain them all.
