(i know this is a duplicate of MC-266157, just trying to make it more clear about what he/she was talking about.)
/tick isn't working in command blocks, I have been trying to make it work for 1 hour and 35 minutes, and haven't been able to get it working. It works in console though, which i find weird.
What I expected to happen was...:
To stop the tick rate, using a repeating command block
What actually happened was...:
Unspecified syntax error, does nothing and the command isn't wrong.
Steps to Reproduce:
1. Place a command block, of any type.
2. Write "tick freeze"
3. Run the command in the command block.

However, this issue is Working as Intended.
The report you have submitted is working as intended: as per the 23w43a changelogs: "The command requires elevated permissions (admins and above) and so it is not by default available in command blocks and datapacks".
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
