The Breeze can't be pulled down from magma block underwater

The Breeze can resist the magma underwater from pulling it down.

To reproduce:
1-Make a tall one block hole and place magma block at the bottom.
2-Fill the hole with water and place kelp to make the water full-source.
3-Summon the breeze inside the hole.

Expected behavior:
The breeze should be pulled down instead of being pulled up.
