Breezes don't move in one block high water

When in still water that is only one block high and there are no attack targets around, breezes totally don't move even they're getting hurt. However, breezes can move normally in still water that is at least two blocks high or flowing water even when no targets are around.

Steps to reproduce:

1. Create a one block high still water

2. Make sure there are no targets around (include players in survival mode)

3. Spawn a breeze in the water

Observed result:
The breeze never moves by itself.

Expected result:
The breeze moves by itself sometimes.
