[MC-266790] Shields can't counteract knockback from wind charges

Shields can't counteract knockback from wind charges.
This is inconsistent with other explosion damage(e.g. creeper explosion, TNT explosion... etc.).

Can you explain a bit more on what you mean by counteract knockback? Also from my tests the shield did seem to block some of the wind charge kb compared to no shield

Explosions such as tnt or creepers will not move a player who is blocking with their shield, where as with the wind charge it will move the player. I can confirm in 1.20.3 Pre-Release 1.
