[MC-267022] Dissatisfaction with the Copper Bulb

After looking at the community, I learned that there is an issue where members of the redstone community are experiencing dissatisfaction. I've done some research, and I have come to the conclusion that the only way to fix this issue is to change the copper bulb to have a 1-game tick delay as it had before.

Sorry about that, I was just wording it so that Mojang/Microsoft would be compelled to fix the copper bulb. The actual issue lies with the change of the delay from 1 game tick to instant, which has broken many of my contraptions that use odd-game tick delays
