Using /reload does not communicate that command suggestions need to be updated to the client. The content works fine otherwise.
You are able to replicate this by using the /locate command after adding a new tag that is associated with it to the game.

It's actually that the damage types, chat types, armor trims, worldgen and dimension (type) registries don't get reloaded. The tags do, but because the registries aren't refreshed, the tags aren't communicated to the client. This is essentially a side effect from MC-187938, MC-251318, MC-260452 and MC-260446.
Please edit the report to make this more clear, as blocks, items, entity types, loot tables, functions, predicates, recipes, advancements and their tags are updated properly.
