[MC-267243] Baby zombies can't spawn in 1 block height from spawners

It's known that the dimensions of a baby zombie are 0.3 x 0.95 (width x height), so the area in the picture should be able to spawn.

/setblock x y z minecraft:spawner{SpawnData:{entity:{id:"minecraft:zombie",IsBaby:1b},custom_spawn_rules:{}}}
